Franklin Park
ADDING PARK AMENITIES FOR A GROWING COMMUNITY
Loudoun County acquired 103 acres adjacent to the current Franklin Park in 2022. J2 prepared the master plan and rezoning entitlement package for the newly enlarged park to support the community's diverse interests and growing demands for recreation and leisure. The new park augments Franklin Park with primarily passive recreation uses, including extensive trails for hikers, pedestrians, and equestrian riders.
THE CHALLENGE
Despite an ongoing project planning and construction regimen by the Department of Parks, Recreation, and Community Services, both active and passive park amenities were in high demand by the vocal and involved resident constituency. The County was challenged to meet the needs and timeframe demands of the community and balance planning for different amenities requested by individual activity interest groups. J2 was tasked to build consensus with the public for the park master plan at a public community meeting.
THE SOLUTION
J2 worked with the County to lead community meetings to build and ensure consensus for new park amenities. By listening to the needs and opinions of the community, J2 successfully presented a master plan that demonstrated clear intent for the new park while ensuring flexibility for each activity interest group.
